At a guess, the discipline required to hang onto the isolation procedure is missing in more than just our culture. People who were initially willing to follow good advice got tired of it, and relaxed the response. But some of the bars chose to promote a "Freedom Fest" that defies that ban. Contrast Michigan, which was quick to close bars and slow to allow them to reopen. If I were the Governor I would be going to the state's liquor licensing agency and asking it to yank liquor licenses. I would be encouraging state and local law enforcement to intensify scrutiny of the areas around those non-compliant bars for DUI offenses.
