It is reasonable to assume that some impairment begins at a BAC around 0.05. In practice, such a BAC likely makes someone with other problems, such as anger, tiredness, panic, or stupidity all the more troublesome. It is easier to blame alcohol, which is measurable as a BAC, than anger or sleepiness.
Most likely someone would get a blood-alcohol test if something else, let us say anger, contributed to a collision or a traffic stop. I would guess that the dangerous condition known as road rage intensifies with alcohol. My suspicion is that someone who has had one drink has good cause for some concern with impairment.

Americans are so batshit insane now that the very same Americans who scream Obama was evil for embracing wars, debt, and tyranny then turn around and say Trump is a holy god for supporting wars, debt, and the police state.
The very same Americans who say welfare is bad then say welfare should be increased.
The very same Americans who say that they hate the elites then agree with every asinine decree the globalists are pushing.
