Mostly just made this post because it was a very concrete prediction from the T4T book, rounding up the homeless and reopening the institutions, and I remembered thinking "well, that hasn't happened"...now it's happening. Wasn't meant as a value judgment in any direction, but it neatly falls under "rising demand for order eventually leading to rising supply of it"

It's the pendulum.  First, we wanted everyone to be as free as possible, but then we found that many (most?) of the mentally ill are incapable of benefiting from being free.  Not to be outdone, we decide to spend roughly 5 decades trying to disprove that point.  Now we're going to try the alternate -- which is unlikely to be any better.  This may be an intractable problem for the near to medium term, maybe even longer.
