Good, but I would give Hoover a FALSE for changes in national policy, because his trickle-down measures giving support to big business to end the depression failed miserably. I would put Smoot-Hawley under foreign policy failure, because it made the global depression worse, and on the other hand, Hitler had not yet come to power, and we had no relationship failures with Germany during the term that were not instituted after Versailles.
