Yup. loved ones, neighbors, and local taxpayers usually end up as the victims of a local drug epidemic.
Now why would I want to stop in Huntington, West Virginia except for gasoline, fast food, or a toilet stop?
Places like Huntington were comparatively safe from heroin in the 2T. Contrast some minority communities today that have elderly or near-elderly people who remember the heroin epidemic. "Granny" may be as hostile to heroin as to the KKK. At least the Klan wasn't pushing dope.
