I am sorry, this is different from ordinary candidates meeting with foreign leaders, how?  Didn't Obama have meetings with a wide range of leaders after clinching the Democratic nomination in 2008?

These Obama meetings did not concern promising to Russia that sanctions might be lifted against them once they took office; sanctions imposed because of Russian interference on behalf of Obama in the election.
