I see that she has big trines of planets to Neptune, and so she's certainly capable of spinning big dreams and fantasies. The Mars trine Neptune is a detriment to getting elected, because it makes candidates into crusaders and that turns off some Americans. The crusades may be right, or wrong, but Americans don't tend to buy into them too much. They want a president who can deal with realities. Of course, they also prefer style over substance, and prefer to just elect someone whom they feel is a "leader" regardless of where they would take the country. An idealistic or reactionary crusader like Tulsi, or Ron Paul, who also has this aspect, gets some negative points on my system. This aspect does not do well according to my research.
Other candidates with Mars trine or sextile Neptune include: Ben Carson, Mike Huckabee, Rick Santorum, Chris Christie, Barry Goldwater (Republicans), and John Edwards, Jerry Brown (our "governor Moonbeam"), Walter Mondale, George McGovern, Hubert Humphrey (Democrats).
Elected presidents with this aspect include a typical example: Teddy Roosevelt. Also Coolidge and B. Harrison (won electoral college only).
Interestingly, Hillary also has a Mars-Neptune sextile, as do I myself. Bernie does not have a trine or sextile between these planets.

Tulsi's exact Venus-Neptune trine is also a borderline unfavorable aspect for candidates. I haven't assigned a negative point to it yet, but, if Tulsi runs and loses....
