I get what you're saying (I think) - but the point of the article is that Senators and Representatives no longer have legislating as a goal, but rather aligning themselves with an ideological camp.
This was written at the height of GOP unified power. Once the tax cut was in place, the only thing left on their agenda was packing the courts -- and they have, in spades. The Dems, on the other hand, are a party of Hamlets, unable to make a choice that might prove less than perfect, hence they do nothing either. Yes, the House has passed a number of bills and sent them on, knowing full well that they would never see the light of day. The one thing they could do is pursue impeachment hearings, and they should have stated on January 21st. Of course, they didn't and probably won't get around to it before the next election either.
Here in Virginia, the same spirit applies at the state level, so it's not unique to the Federal government. We're electing the entire Legislature this year (Annual Elections 'R Us). We already have a Democrat in every statewide office and GOP control of both Houses. Let's see if the Dems can manage a win here. If not, then Trump & Company may have a shot next year. If the Dems win, then action should follow. Sadly, I doubt it will.
