It's always that way until something breaks badly enough to force the elites out of their shared throne.  Normally, they have the money and power to maintain their money and power, so no need for great expectations until that changes.

Automobiles themselves devour space whether parked or moving. Economic realities price the middle class out of owning  automobiles in much of Greater New York City.  Contrast rural New Mexico, where space is cheap, and poor people have cars.
