Fait accompli. Putin got what he wanted, so far piecemeal, and nobody could stop him or(more importantly) reverse his achievement. It is how the Soviet Union annexed the Baltic republics in 1940 -- press for treaties of mutual aid, move some troops about, blackmail the politicians while making resistance possible, and create loud groups of supporters who seek to join the Soviet Union as a consequence of a rigged election.
