The latter is generally not a good thing, but the alternative is that government bureaucrats have the ability to arbitrarily decide what is "hate speech" vs what is a normal insult or even a statement with no aggressive intention in the first place. ex: someone called me a "hateful racist" the other day for sharing an interview with an IQ researcher, even though absolutely nothing in the interview said anything about race, and neither had I throughout the course of the conversation.
