In Russia, there isn't Mom and Pop (which on the UK we just call small businesses) shops so to say but there are plenty of small businesses that have developed into a chain. Plenty of independent bakeries, health stores, etc. Unlike the UK or even America where everything was merged into one, in Russia, people live around the small businesses and regularly buy from them. The Soviets developed the concept of the bedroom community and many of these shops are located within walking distance of people's homes. So yes, small business can thrive and provide, depending on how you live.
