Not sure. Boogymen tend to be loners. It only takes one of them to frighten a child generally. A dictator's paramilitary people tend to travel in packs. I could likely find a few other differences, but you found the relevant one. They are all too real.
Ted Bundy was among the exceptions. He was an aspiring politician and worked on a crisis line.
