Rock and its electric guitar peaked into the Disco of the 70-ies and the Electronic music of the 80-ties, became commercialised as Techno in the 2000s. 
 
It's been seen that these new trends start brewing while Saturn is in the sign of Scorpio every 30 years--this is the sign of transformations and regeneration. Saturn rules the social currents....so some shift and major social psychological reordering happens in humans while Saturn passes the sign of Scorpio every 30 years approx. 
 
Saturn has just been in Scorpio for the last 2 years again, which should mean that a new major wave and style of music has been brewing in the basements, garages or laptops of young people! It usually takes about 5 years for each new style to take shape, so by 2015/2016 we should know the next generation of rebellious music style which will take over the world for 30 years ahead! I wonder what it will be! Any ideas from the more musically savvy ones?
 
But i am super excited to see it develop, as it is about time for new style of music to come it--I am drummed out of my wits from techno and pop!!! I need a music revolution....

Well, "disco" was not in any way "exciting," so I am not in synch with this person's interests. Nor does "dance music" mean very much to me in general. He does seem to assert that Saturn in Scorpio indicates a new technical development in musical instruments that is developed into a popular style of dance music about 15 years later.

As for the electric guitar, I don't see that its music style was developed by young people in garages in the 50s; that happened in the sixties. There were some tech developments regarding the invention of the electric guitar earlier, but it did not influence rock until the 60s, and the rock of the 50s was certainly not the work of young people in garages; that again was the mid-60s. 

The electronic music of the 80s, I can see that as leading up to techno EDM, but in the 80s it was not being developed in the garages of young people, but by brilliant musicians in Germany; and technologically, synthesizers also date back to the 60s or earlier. 

So I don't have a clue what he could be referring to as having started in about 2012-2014. If there was a new development, it is unlikely to be taking shape on "the laptops of young people in garages" yet. It is probably still in an early experimental stage. And I have no clue about what that tech development could be.
