So what did New York, LA, and Boston have that Chicago and Baltimore didn't? It's hard to believe that Bratton is single handedly responsible for decades of falling national murder rates, but that's the difference that jumps out to me.
Things that stand out are demographic differences (which are affected by gentrification), policing, and the impact on the same from the sudden attention of the media. ("The Ferguson Effect").
It would be worth looking into in more depth, though.
