And yet Charles Duelfer of the ISG looked into it and found limited evidence to support it.  We know he had chemical weapons at one point, we sold them to him, but there is no real evidence to support an active program after 1991, rather than simply the efforts to maintain the institutional knowledge.

Besides, this is just chemical weapons.  The justifications for war involved rather a bit more than that, didn't they?
